Wez Furlong 54f3c0d7fa build: make unknown version number state more clear 
Most likely cause for this is: downloading the github
default source archive rather than building from the
git repo.

Wez Furlong 8989586c9b refactor: move version info to its own crate 
Several crates depend on the config crate, which means that
several things needed to be rebuilt after committing/amending/syncing.

Separating it out reduces that impact.
