move shaping -> policy-extras/shaping, and deploy with package
...
The assets/policy-extras dir is now deployed to
`/opt/kumomta/share/policy-extras` and added to the require path,
so you can do:
```lua
local shaping = require 'policy-extras.shaping'
```
to pull it into your policy.

shaping: detect and error out when ambiguous rollups are detected

If multiple domains resolve to the same site name, capture the
list and report it, then generate an error.
The operator needs to fix conflicting rollups in order for the
system to behave sanely.

If they don't already have a policy defined, copy the basic
one into place so that the service can start and they have
a starting point which they can customize

Take another run at rpm systemd stuff

Not all platforms have the rpmbuild macros, let's just try
inlining the equivalent steps.
This may require manually reloading and registering systemd
on older systems (centos7).

docs: use public URLs for repo definitions

add ubuntu sources.list files to the git repo, and publish to openrepo.
Now all our binary install instructions should work without requiring a github login while the repo is still private.
