Seems like everyone on the internet is finding that GH actions
disk space is a bit tight.  Let's adopt this action that is
intended to delete some things that are not often used and
see if that helps our builds

Wez Furlong 2fd8a1aff5 ci: add release creationg workflow 
This should create a release from a tag and populate it with
a basic changelog.

We'll see if it actually works when we cut the next release!
