Wez Furlong 4445169604 shaping: add default automation rule for HandshakeFailure case ...

When no connections can be made to a destination due to handshake
failure, and OpportunisticInsecure is in use, automatically
reconfigure that destination to disable the use of TLS.

This allows mail to flow without operator intervention.
