Wez Furlong 22d405a23f make: pick up supplemental env vars from an optional .make-env
The primary purpose of this is so that I can do this:

```
ROCKSDB_LIB_DIR=/usr/lib/x86_64-linux-gnu
```

on my ubuntu system and cut down on rocksdb related build times.
