Wez Furlong cc8fa2be69 actions/delete-package-versions destroys multi-arch images! ...

Delete this workflow, as it is an agent of chaos in its current
implementation; it silently borks the manifests of multi-arch and
multi-stage docker builds.

This is apparently a known issue for years now, but there is
no documentation warning about this!
