Rows retained by in-flight mirror RPCs count against this bound. If ordinary persisted source-table mirroring exceeds it, that mirror batch is best-effort dropped while its datanode write continues. Instant-TTL batches fail retryably on temporary saturation; oversized batches fail non-retryably so the client can reduce the batch size.
