Returns whether query-level remote dynamic filter propagation is enabled.

The option defaults to enabled to preserve existing behavior. Callers may set query.enable_remote_dynamic_filter_pushdown=false in query context extensions to disable FE->DN remote dynamic filter propagation for a single query.
