Serializes address changes per node and acknowledges only successful updates. Node information refreshed on every heartbeat has a separate lifecycle.

Preserves the existing best-effort notification behavior. Notification failures do not undo a persisted address or cause same-epoch rewrites.

Persists an address through the leader cache.
