Expand description

Rewrites timestamp fields of the table’s arrow schema to carry the session timezone, so COPY OUT renders them with an explicit offset (2024-01-01 08:00:00+08:00). Returns None when there is nothing to rewrite (no naive timestamps or a UTC session leaving output as-is is fine either way — offsets are always unambiguous on re-import).
