Ning Sun 2b2d456749 merge: main into fix/metric-engine-time-index-unit ...

Merge latest main (logical table batching for OTLP/prom remote write,
#9288) into the time index unit branch, with two compatibility fixes:

- OTLP metric path: align the requests' time index unit to the physical
  table's before the logical batcher eligibility check
  (Inserter::align_metric_row_inserts_time_unit, new pub method; a
  missing physical table aligns to the auto-created millisecond
  default). Without this, the nanosecond encoding on the metric engine
  path made can_batch_metric_rows reject every OTLP request, silently
  disabling logical batching (test_otlp_logical_batcher_alignment).
  Non-millisecond physical tables still fall back to the ordinary
  insert path, which converts the unit.
- Prometheus remote write v1/v2: only take the bulk batcher path when
  the physical metric table's time index is millisecond
  (LogicalTablePendingRowsBatcher::accepts_physical_table_time_index);
  otherwise fall back to the ordinary insert path, which converts the
  requests to the physical table's unit.
