* test: support plugins and flownodes in integration cluster builder

Allow the meta-srv mock and the tests-integration distributed cluster
builder to install metasrv Plugins and to start flownodes that register
with the mock metasrv, so integration tests can exercise plugin-provided
DDL handlers and flows against a real multi-datanode cluster.

The default path is unchanged: mock()/mock_with_client_channel_config()
keep their signatures, and GreptimeDbClusterBuilder builds the metasrv
plugin-free and starts no flownode unless with_plugins/with_flownodes is
called.
