chore: update lance dependency to v7.0.0-beta.9 (#3391)

## Summary
- Update Lance Rust workspace dependencies from v7.0.0-beta.7 to
v7.0.0-beta.9 using `ci/set_lance_version.py`.
- Update the Java `lance-core.version` property to `7.0.0-beta.9`.
- Refresh `Cargo.lock` for the Lance dependency bump.

## Verification
- `cargo clippy --workspace --tests --all-features -- -D warnings`
- `cargo fmt --all`
