1.95.0.
Fixes new lints surfaced by clippy on 1.95.0:
- `manual_checked_ops` — fragment size mean in `table.rs` uses
`checked_div`
- `explicit_counter_loop` — shuffle test loop in `shuffle.rs`

Bumps the Rust toolchain to 1.94.0 (latest installed) to unblock CI
failures caused by the AWS SDK's MSRV requirement. No lint fixes were
needed.

* Upgrades our toolchain file to v1.83.0, since many dependencies now
have MSRV of 1.81.0
* Reverts Rust changes from #1946 that were working around this in a
dumb way
* Adding an MSRV check
* Reduce MSRV back to 1.78.0
