Will Jones	9a5b0398ec	chore: fix ci (#3139) ... * Move away from buildjet, which is shutting down runners for GHA [^1] * Add `Cargo.lock` to build jobs, so when we upgrade locked dependencies we check the builds actually pass. CI started failing because dependencies were changed in #3116 without running all build jobs. * Add fixes for aws-lc-rs build in NodeJS. Will Jones	db125013fc	docs: better formatting for Node API docs (#1892) ... * Sets `"useCodeBlocks": true` * Adds a post-processing script `nodejs/typedoc_post_process.js` that puts the parameter description on the same line as the parameter name, like it is in our Python docs.
