This follows the Rust-side Tantivy removal by deleting the remaining
Python Tantivy runtime, tests, and packaging references.
It also turns the legacy Python-only Tantivy parameters into explicit
errors and stops reading legacy `_indices/fts` directories so Python FTS
is fully native-only.
This switches the default FTS to native lance FTS for Python sync table
API, the other APIs have switched to native implementation already

Prior to this commit, issuing drop_all_tables on a listing database with
an external manifest store would delete physical tables but leave
references behind in the manifest store. The table drop would succeed,
but subsequent creation of a table with the same name would fail with a
conflict.
With this patch, the external manifest store is updated to account for
the dropped tables so that dropped table names can be reused.
This allows users to specify URIs like:
```
s3+ddb://my_bucket/path?ddbTableName=myCommitTable
```
and it will support concurrent writes in S3.

Exposes `storage_options` in LanceDB. This is provided for Python async,
Node `lancedb`, and Node `vectordb` (and Rust of course). Python
synchronous is omitted because it's not compatible with the PyArrow
filesystems we use there currently. In the future, we will move the sync
API to wrap the async one, and then it will get support for
`storage_options`.
