Keep main's Lance beta.23 update and align the patched Arrow crate metadata while preserving the sliced-child validity fix.

Validated workspace Clippy with warnings denied, 112 Arrow tests and 6 doctests, the nullable struct merge regression, 26 Python tests and the original reproducer, Node build/docs/lint with 24 focused table tests, and source archive contents and dependency resolution. Root Ruff findings remain confined to unchanged docs/web-tests files.
