Jack Ye b961b1695c feat: manage property graphs from the client ...

Adds create, describe, list and drop for property graphs -- catalog objects
that read tables as the nodes and edges of a graph -- to the Rust Connection,
the remote database, and the Python sync and async connections. Local
connections refuse them, as they do views.
