Updates the Lance Rust workspace dependencies and Java lance-core dependency to v8.0.0-beta.17. No LanceDB compatibility code changes were required; validation passed with cargo clippy and cargo fmt. Triggering Lance tag: https://github.com/lance-format/lance/releases/tag/v8.0.0-beta.17
