CI(allure-reports): update dependencies and cleanup code (#10794)

## Problem

There are a bunch of minor improvements that are too small and
insignificant as is, so collecting them in one PR.

## Summary of changes
- Add runner arch to artifact name to make it easier to distinguish
files on S3

- Use `github.event.pull_request.number` instead of parsing
`$GITHUB_EVENT_PATH` file
- Update Allure CLI and `allure-pytest`
