chore(compute): Postgres 17.5, 16.9, 15.13 and 14.18 (#11886)

Bump all minor versions. 

the only conflict was
src/backend/storage/smgr/smgr.c in v17
where our smgr changes conflicted with

ee578921b6
but it was trivial to resolve.
