Use full hostname for ONNX URL (#12064)

## Problem
We should use the full host name for computes, according to
https://github.com/neondatabase/cloud/issues/26005 , but now a truncated
host name is used.
## Summary of changes
The URL for REMOTE_ONNX is rewritten using the FQDN.
