CI(replication-tests): store test results & change notification channel (#8687)

## Problem

We want to store Nightly Replication test results in the database and
notify the relevant Slack channel about failures

## Summary of changes
- Store test results in the database
- Notify `on-call-compute-staging-stream` about failures
