CI(neon-image): add ARM-specific RUSTFLAGS (#8566)

## Problem

It's recommended that a couple of additional RUSTFLAGS be set up to
improve the performance of Rust applications on AWS Graviton.

Note: Apple Silicon is compatible with neoverse-n1:
