compute-node.Dockerfile: update bullseye-backports backports url (#12700)

## Problem

> bullseye-backports has reached end-of-life and is no longer supported
or updated

From: https://backports.debian.org/Instructions/

This causes the compute-node image build to fail with the following
error:
```

```

## Summary of changes
- Use archive version of `bullseye-backports`
