Propose less verbose way to build neon (#3624)

Closes https://github.com/neondatabase/neon/issues/3518 and might help
https://github.com/neondatabase/neon/issues/3611 and the future build
attempts.

Propose `-s` flag in the Readme when building via `make` command, to
help people to spot build errors easier.
