proxy: format imports with nightly rustfmt (#9414)

```shell
cargo +nightly fmt -p proxy -- -l --config imports_granularity=Module,group_imports=StdExternalCrate,reorder_imports=true
```

These rust-analyzer settings for VSCode should help retain this style:
