Use nextest for rust unittests (#6223)

## Problem
`cargo test` doesn't support timeouts 
or junit output format

## Summary of changes
- Add `nextest` to `build-tools` image
- Switch `cargo test` with `cargo nextest` on CI
- Set timeout
