## Problem
Add a CI pipeline that checks GitHub Workflows with
https://github.com/rhysd/actionlint (it uses `shellcheck` for shell
scripts in steps)
To run it locally: `SHELLCHECK_OPTS=--exclude=SC2046,SC2086 actionlint`
