Disable autovacuum while running pg_repack test (#12755 )

## Problem
Sometimes, the regression test of `pg_repack` fails due to an extra line
in the output.
The most probable cause of this is autovacuum.

Remove NOTICE messages, which can make the pg_repack regression test fail. (#11659 )

## Problem
The pg_repack test can be flaky due to unpredictable `NOTICE` messages
about waiting for some processes.
E.g., 
```

```
