## Problem
`TYPE_CHECKING` is used inconsistently across Python tests.

Add wrappers for a few commands that didn't have them before. Move the
logic to generate tenant and timeline IDs from NeonCli to the callers,
so that NeonCli is more purely just a type-safe wrapper around
'neon_local'.
Part of #7497, closes https://github.com/neondatabase/neon/issues/8890.
## Problem
Since leases are in-memory objects, we need to take special care of them
after pageserver restarts and while doing a live migration. The approach
we took for pageserver restart is to wait for at least lease duration
before doing first GC. We want to do the same for live migration. Since
we do not do any GC when a tenant is in `AttachedStale` or
`AttachedMulti` mode, only the transition from `AttachedMulti` to
`AttachedSingle` requires this treatment.
## Summary of changes
- Added `lsn_lease_deadline` field in `GcBlock::reasons`: the tenant is
temporarily blocked from GC until we reach the deadline. This
information does not persist to S3.
- In `GCBlock::start`, skip the GC iteration if we are blocked by the
lsn lease deadline.
- In `TenantManager::upsert_location`, set the lsn_lease_deadline to
`Instant::now() + lsn_lease_length` so the granted leases have a chance
to be renewed before we run GC for the first time after transitioned
from AttachedMulti to AttachedSingle.

Before this PR, the changed tests would overwrite the entire
`tenant_config` because `pageserver_config_override` is merged
non-recursively into the `ps_cfg`.
This meant they would override the
`PAGESERVER_DEFAULT_TENANT_CONFIG_COMPACTION_ALGORITHM`, impacting our
matrix build for `compaction_algorithm=Tiered|Legacy` in
https://github.com/neondatabase/neon/pull/7748.
I found the tests fixed in this PR using the
`NEON_PAGESERVER_PANIC_ON_UNSPECIFIED_COMPACTION_ALGORITHM` env var that
I added in #7748. Therefore, I think this is an exhaustive fix. This is
better than just searching the code base for `tenant_config`, which is
what I had sketched in #7747.

## Problem
As with the pageserver, we should fail tests that emit unexpected log
errors/warnings.
## Summary of changes
- Refactor existing log checks to be reusable
- Run log checks for attachment_service
- Add allow lists as needed.
Repeated calls to `.append` don't line up as nicely as they might get
formatted in different ways. Also, it is more characters and the lines
might be longer.
Saw this while working on #5912.
We use the term "endpoint" in for compute Postgres nodes in the web UI
and user-facing documentation now. Adjust the nomenclature in the code.
This changes the name of the "neon_local pg" command to "neon_local
endpoint". Also adjust names of classes, variables etc. in the python
tests accordingly.
This also changes the directory structure so that endpoints are now
stored in:
.neon/endpoints/<endpoint id>
instead of:
.neon/pgdatadirs/tenants/<tenant_id>/<endpoint (node) name>
The tenant ID is no longer part of the path. That means that you
cannot have two endpoints with the same name/ID in two different
tenants anymore. That's consistent with how we treat endpoints in the
real control plane and proxy: the endpoint ID must be globally unique.
Previously, the /v1/tenant/:tenant_id/timeline/:timeline_id/do_gc API
call performed a flush and compaction on the timeline before
GC. Change it not to do that, and change all the tests that used that
API to perform compaction explicitly.
The compaction happens at a slightly different point now. Previously,
the code performed the `refresh_gc_info_internal` step first, and only
then did compaction on all the timelines. I don't think that was what
was originally intended here. Presumably the idea with compaction was
to make some old layer files available for GC. But if we're going to
flush the current in-memory layer to disk, surely you would want to
include the newly-written layer in the compaction too. I guess this
didn't make any difference to the tests in practice, but in any case,
the tests now perform the flush and compaction before any of the GC
steps.
Some of the tests might not need the compaction at all, but I didn't
try hard to determine which ones might need it. I left it out from a
few tests that intentionally tested calling do_gc with an invalid
tenant or timeline ID, though.
If there are any unexpected ERRORs or WARNs in pageserver.log after test
finishes, fail the test. This requires whitelisting the errors that *are*
expected in each test, and there's also a few common errors that are
printed by most tests, which are whitelisted in the fixture itself.
With this, we don't need the special abort() call in testing mode, when
compaction or GC fails. Those failures will print ERRORs to the logs,
which will be picked up by this new mechanisms.
A bunch of errors are currently whitelisted that we probably shouldn't
be emitting in the first place, but fixing those is out of scope for this
commit, so I just left FIXME comments on them.
Also get rid if `with_safekeepers` parameter in tests.
Its meaning has changed: `False` meant "no safekeepers" which is not
supported anymore, so we assume it's always `True`.

For better ergonomics. I always found it weird that we used UUID to
actually mean a tenant or timeline ID. It worked because it happened
to have the same length, 16 bytes, but it was hacky.
Merge batch_others and batch_pg_regress. The original idea was to
split all the python tests into multiple "batches" and run each batch
in parallel as a separate CI job. However, the batch_pg_regress batch
was pretty short compared to all the tests in batch_others. We could
split batch_others into multiple batches, but it actually seems better
to just treat them as one big pool of tests and use pytest's handle
the parallelism on its own. If we need to split them across multiple
nodes in the future, we could use pytest-shard or something else,
instead of managing the batches ourselves.
Merge test_neon_regress.py, test_pg_regress.py and test_isolation.py
into one file, test_pg_regress.py. Seems more clear to group all
pg_regress-based tests into one file, now that they would all be in
the same directory.
