Tristan Partin 5bd8e2363a Enable all pyupgrade checks in ruff 
This will help to keep us from using deprecated Python features going
forward.

Heikki Linnakangas 810a355b9d Add script to download a basebackup from pageserver. (#5344) 
I used this while investigating a production issue, and seems like it
