ec1452a559 Switch on --timelines-onto-safekeepers in integration tests (#11712)
Switch on the `--timelines-onto-safekeepers` param in integration tests.
Some changes that were needed to enable this but which I put into other
PRs to not clutter up this one:

30a7dd630c ruff: enable TC — flake8-type-checking (#11368)
## Problem

`TYPE_CHECKING` is used inconsistently across Python tests.

758f597280 compute <-> sk protocol v3 (#10647)
## Problem

As part of https://github.com/neondatabase/neon/issues/8614 we need to
pass membership configurations between compute and safekeepers.

## Summary of changes

Add version 3 of the protocol carrying membership configurations.
Greeting message in both sides gets full conf, and other messages
generation number only. Use protocol bump to include other accumulated
changes:
- stop packing whole structs on the wire as is;
- make the tag u8 instead of u64;
- send all ints in network order;
- drop proposer_uuid, we can pass it in START_WAL_PUSH and it wasn't
much useful anyway.
Per message changes, apart from mconf:
- ProposerGreeting: tenant / timeline id is sent now as hex cstring.
Remove proto version, it is passed outside in START_WAL_PUSH. Remove
postgres timeline, it is unused. Reorder fields a bit.
- AcceptorGreeting: reorder fields
- VoteResponse: timeline_start_lsn is removed. It can be taken from
first member of term history, and later we won't need it at all when all
timelines will be explicitly created. Vote itself is u8 instead of u64.
- ProposerElected: timeline_start_lsn is removed for the same reasons.
- AppendRequest: epoch_start_lsn removed, it is known from term history
in ProposerElected.

Both compute and sk are able to talk v2 and v3 to make rollbacks (in
case we need them) easier; neon.safekeeper_proto_version GUC sets the
client version. v2 code can be dropped later.

So far empty conf is passed everywhere, future PRs will handle them.

To test, add param to some tests choosing proto version; we want to test
both 2 and 3 until we fully migrate.

19db9e9aad tests: Replace direct calls to neon_cli with wrappers in NeonEnv (#9195)
Add wrappers for a few commands that didn't have them before. Move the
logic to generate tenant and timeline IDs from NeonCli to the callers,
so that NeonCli is more purely just a type-safe wrapper around
'neon_local'.

53f438a8a8 Rename "Postgres nodes" in control_plane to endpoints.
We use the term "endpoint" in for compute Postgres nodes in the web UI
and user-facing documentation now. Adjust the nomenclature in the code.

This changes the name of the "neon_local pg" command to "neon_local
endpoint". Also adjust names of classes, variables etc. in the python
tests accordingly.

This also changes the directory structure so that endpoints are now
stored in:

    .neon/endpoints/<endpoint id>

instead of:

    .neon/pgdatadirs/tenants/<tenant_id>/<endpoint (node) name>

The tenant ID is no longer part of the path. That means that you
cannot have two endpoints with the same name/ID in two different
tenants anymore. That's consistent with how we treat endpoints in the
real control plane and proxy: the endpoint ID must be globally unique.

d42700280f Remove daemonize from storage components (#2677)
Move daemonization logic into `control_plane`.
Storage binaries now only crate a lockfile to avoid concurrent services running in the same directory.

e5e40a31f4 Clean up terms "delete timeline" and "detach tenant".
You cannot attach/detach an individual timeline, attach/detach always
applies to the whole tenant. However, you can *delete* a single timeline
from a tenant. Fix some comments and error messages that confused these
two operations.

3aca717f3d Reorganize python tests.
Merge batch_others and batch_pg_regress. The original idea was to
split all the python tests into multiple "batches" and run each batch
in parallel as a separate CI job. However, the batch_pg_regress batch
was pretty short compared to all the tests in batch_others. We could
split batch_others into multiple batches, but it actually seems better
to just treat them as one big pool of tests and use pytest's handle
the parallelism on its own. If we need to split them across multiple
nodes in the future, we could use pytest-shard or something else,
instead of managing the batches ourselves.

Merge test_neon_regress.py, test_pg_regress.py and test_isolation.py
into one file, test_pg_regress.py. Seems more clear to group all
pg_regress-based tests into one file, now that they would all be in
the same directory.
