Migrates the remaining crates to edition 2024. We like to stay on the
latest edition if possible. There is no functional changes, however some
code changes had to be done to accommodate the edition's breaking
changes.
Like the previous migration PRs, this is comprised of three commits:
* the first does the edition update and makes `cargo check`/`cargo
clippy` pass. we had to update bindgen to make its output [satisfy the
requirements of edition
2024](https://doc.rust-lang.org/edition-guide/rust-2024/unsafe-extern.html)
* the second commit does a `cargo fmt` for the new style edition.
* the third commit reorders imports as a one-off change. As before, it
is entirely optional.

## Problem
After the changes in #8084, we need synthetic size to also account for
leased LSNs so that users do not get free retention by running a small
ephemeral endpoint for a long time.
## Summary of changes
This PR integrates LSN leases into the synthetic size calculation. We
model leases as read-only branches started at the leased LSN (except it
does not have a timeline id).
Other changes:
- Add new unit tests testing whether a lease behaves like a read-only
branch.
- Change `/size_debug` response to include lease point in the SVG
visualization.
- Fix `/lsn_lease` HTTP API to do proper parsing for POST.

## Problem
`cargo +nightly doc` is giving a lot of warnings: broken links, naked
URLs, etc.
## Summary of changes
* update the `proc-macro2` dependency so that it can compile on latest
Rust nightly, see https://github.com/dtolnay/proc-macro2/pull/391 and
https://github.com/dtolnay/proc-macro2/issues/398
* allow the `private_intra_doc_links` lint, as linking to something
that's private is always more useful than just mentioning it without a
link: if the link breaks in the future, at least there is a warning due
to that. Also, one might enable
[`--document-private-items`](https://doc.rust-lang.org/cargo/commands/cargo-doc.html#documentation-options)
in the future and make these links work in general.
* fix all the remaining warnings given by `cargo +nightly doc`
* make it possible to run `cargo doc` on stable Rust by updating
`opentelemetry` and associated crates to version 0.19, pulling in a fix
that previously broke `cargo doc` on stable:

* Add `cargo doc` to CI to ensure that it won't get broken in the
future.

## Future work
* Potentially, it might make sense, for development purposes, to publish
the generated rustdocs somewhere, like for example [how the rust
compiler does
it](https://doc.rust-lang.org/nightly/nightly-rustc/rustc_driver/index.html).
I will file an issue for discussion.
Refactor the tenant_size_model code. Segment now contains just the
minimum amount of information needed to calculate the size. Other
information that is useful for building up the segment tree, and for
display purposes, is now kept elsewhere. The code in 'main.rs' has a new
ScenarioBuilder struct for that.
Calculating which Segments are "needed" is now the responsibility of the
caller of tenant_size_mode, not part of the calculation itself. So it's
up to the caller to make all the decisions with retention periods for
each branch.
The output of the sizing calculation is now a Vec of SizeResults, rather
than a tree. It uses a tree representation internally, when doing the
calculation, but it's not exposed to the caller anymore.
Refactor the way the recursive calculation is performed.
Rewrite the code in size.rs that builds the Segment model. Get rid of
the intermediate representation with Update structs. Build the Segments
directly, with some local HashMaps and Vecs to track branch points to
help with that.
retention_period is now an input to gather_inputs(), rather than an
output.
Update pageserver http API: rename /size endpoint to /synthetic_size
with following parameters:
- /synthetic_size?inputs_only to get debug info;
- /synthetic_size?retention_period=0 to override cutoff that is used to
calculate the size;
pass header -H "Accept: text/html" to get HTML output, otherwise JSON is
returned
Update python tests and openapi spec.
