Vlad Lazar f9009d6b80 pageserver: write heatmap to disk after uploading it (#10650) ...

## Problem

We wish to make heatmap generation additive in
https://github.com/neondatabase/neon/pull/10597.
However, if the pageserver restarts and has a heatmap on disk from when
it was a secondary long ago,
we can end up keeping extra layers on the secondary's disk.

## Summary of changes

Persist the heatmap after a successful upload.
