The expected operating range for the production NVMe drives is in the range of 50 to 250us. The bucket boundaries before this PR were not well suited to reason about the utilization / queuing / latency variability of those devices. # Performance There was some concern about perf impact of having so many buckets, considering the impl does a linear search on each observe(). I added a benchmark and measured on relevant machines. In any way, the PR is 40 buckets, so, won't make a meaningful difference on production machines (im4gn.2xlarge), going from 30ns -> 35ns.
