## Problem

SK timeline creations were skipped for imported timelines since we
didn't know the correct start LSN
of the timeline at that point.

## Summary of changes

Created imported timelines on the SK as part of the import finalize
step.
We use the last record LSN of shard 0 as the start LSN for the
safekeeper timeline.
