Cherry-pick Upstream commit fbf9a7ac4d to neon stable branches. We'll get it in the next PostgreSQL minor release anyway, but we need it now, if we want to start using the 'mmap' implementation. See https://github.com/neondatabase/autoscaling/issues/800 for the plans on doing that.
