## Problem

See https://github.com/neondatabase/neon/pull/9458
This PR separates PS related changes in #9458 from compute_ctl changes
to enforce that PS is deployed before compute.

## Summary of changes

This PR adds handlings of `--replica` parameters of backebackup to page
server.
