Joonas Koivunen 18a9d47f8e test: restore NotConnected being allowed globally (#4426) ...

Flakyness introduced by #4402 evidence [^1].

I had assumed the NotConnected would had been an expected io error, but
it's not. Restore the global `allowed_error`.
