Eric Seppanen 4b46693c81 adapt to new upstream tokio-postgres replication interface ...

Switch over to a newer version of rust-postgres PR752. A few
minor changes are required:
- PgLsn::UNDEFINED -> PgLsn::from(0)
- PgTimestamp -> SystemTime
