Alex Chi Z. 78b322f616 rfc: add 041-rel-sparse-keyspace (#10412) ...

Based on the PoC patch I've done in #10316, I'd like to put an RFC in
advance to ensure everyone is on the same page, and start incrementally
port the code to the main branch.
