Folke Behrens 20881ef65e otel: Use blocking reqwest in dedicated thread (#12699) ...

## Problem

OTel 0.28+ by default uses blocking operations in a dedicated thread and
doesn't start a tokio runtime. Reqwest as currently configured wants to
spawn tokio tasks.

## Summary of changes

Use blocking reqwest.

This PR just mitigates the current issue.
