This patch extracts all postgres-dependent functions in a separate `walproposer_api` functions struct. It helps to compile walproposer as static library without compiling all other postgres server code. This is useful to allow calling walproposer C code from Rust, or linking this library with anything else. All global variables containing walproposer state were extracted to a separate `WalProposer` struct. This makes it possible to run several walproposers in the same process, in separate threads. There were no logic changes and PR mostly consists of shuffling functions between several files.
