## Problem

smgrextend for FSM fork is called during page reconstruction by walredo
process causing overflow of inmem SMGR (64 pages).

## Summary of changes

Do not store zero pages in inmem SMGR because `inmem_read` returns zero
page if it is not able to locate specified block.
