Vlad Lazar 8862e7c4bf tests: use new snapshot in test_forward_compat (#12637) ...

## Problem

The forward compatibility test is erroneously
using the downloaded (old) compatibility data. This test is meant to
test that old binaries can work with **new** data. Using the old
compatibility data renders this test useless.

## Summary of changes

Use new snapshot in test_forward_compat
