## Problem

part of https://github.com/neondatabase/neon/issues/9114

We used anyhow::Error everywhere and it's time to fix.

## Summary of changes

* Make sure that cancel errors are correctly propagated as
CompactionError::ShuttingDown.
* Skip all the trigger computation work if gc_cutoff is not generated
yet.
