To this end add 1) -e option to 'neon_local safekeeper start' command appending extra options to safekeeper invocation; 2) Allow multiple occurrences of the same option in safekeepers, the last value is taken. 3) Allow to specify empty string for *-auth-public-key-path opts, it disables auth for the service.
