John Spray df0f1e359b pageserver: switch on new-style local layer paths (#7660 )

We recently added support for local layer paths that contain a
generation number:
- https://github.com/neondatabase/neon/pull/7609
- https://github.com/neondatabase/neon/pull/7640

Now that we've cut a
[release](https://github.com/neondatabase/neon/pull/7735) that includes
those changes, we can proceed to enable writing the new format without
breaking forward compatibility.
