John Spray e6770d79fd pageserver: don't treat NotInitialized::Stopped as unexpected (#8675) ...

## Problem

This type of error can happen during shutdown & was triggering a circuit
breaker alert.

## Summary of changes

- Map NotIntialized::Stopped to CompactionError::ShuttingDown, so that
we may handle it cleanly
